consistency in popping up Tabular & Figure dialogs ?

Hi,

  Right-mouse clicking in a table, will pop up
  the Tabular layout dialog.

  Left-mouse clicking in a figure pops up the
  Figure dialog.

Wouldn't both Right-mouse be more consistent?
