Hi,
I've fiddled (more than I expected, guess I'm rusty), and the page
http://www.lyx.org/SiteTranslation
now should show translated pages in _red_ if the corresponding english
page has been edited more recently. In case the translated page has been
edited more recently, it's shown in green.

PS. This is of course not a guarantee that a translated page is up to
date, nor that it actually needs further translation. However, it'll
hopefully give some indication.
