That LyX's preferences now offer a way to set the menu language is an improvement I like, but unfortunately it doesn't work:

- on Mac and Windows it is completely broken
- on Linux it works, but the drop down list offers languages for whose no 
translation exists

So the new feature is extremely confusing and except of Linux useless. I therefore vote to remove it until this is fixed as discussed at the developer meeting.

- We know that this feature will never work as it is on Windows, as there is a bug in libintl.dll that is fixed for Linux but that cannot be compiled on Windows. So another method to set the menu language is needed. We do this in the Windows installers by setting the environment variable "LANG"; this should also be done by LyX.

- Besides this, we need to add a list like the languages file where we store the languages that have translations of LyX's menus. The current state that LyX offers every language is not acceptable.
