Error when importing a file which contains a URL with % escapes

Hello,

I ran into a LyX import error which I can now demonstrate with a
very short example file:

When the attached LyX file is exported as LaTeX (the result is
attached, as well), it is not possible to re-import it because
the % character in the URL is incorrectly treated as the start of
a TeX comment by the conversion scripts.
