You can specify that in the insetAllowed method of InsetOptArg.
OK. So what sorts of insets ought to be allowed in InsetOptArg? Or what
sorts ought to be excluded?
This issue must actually be much broader. I'd guess it's possible to put
a bibliography inset into a footnote, e.g.
