Enter some text and insert a Note (without a space in between). When you
select text in front of and adjacent to the Note, right-clicking the
button of the Note won't clear the selection. This means that when the
cursor is not immediately in front of the Note a context menu will be
shown with all items disabled. (And bug 5156 still occurs)
Right. JMarc: You have to start with the cursor immediately before the
note, then select (say) a word back, so the anchor remains right before
the note. Then the selection is note cleared, and the context menu is
greyed out. This is also true if the selection includes the inset.
Probably that is the cause in the first case, too: The anchor includes
the inset's metacharacter.

If you right-click the button of the Note, the dissolve item is always
disabled.
Confirmed, even if the cursor is in the inset.
