Displaying all cross-ref flat without any hierarchy  (I suppose the purpose
of child document is to make handling large documents easy), looking for the
right crossref could be hard and time-consuming esp when you don't remember
the exact name of the label but only where it is structurally.

I understand the problem but accomodating this use case is not easy (but possible of course). Could you please a bugzilla entry?
