OK, so the problems would be fixed if we would assure that babel is always 
loaded before hyperref, as Georg suggested, and change the vietnamese support, 
as you suggested in the comment.

But how will you do that? In LyX 1.5 we load babel after the user preamble, but hyperref must be 
loaded before the user preamble and babel before hyperref. And that's what we currently have and 
works well. (Changing the Vietnamese support is indeed not the problem.)

Another case showing the advantages of the current loading position is the algorithm section of 
LyX's 1.5 EmbeddedObjects manual. All these hacks are no longer needed what saves us lots of complaints.

Anyway, this problem is to severe to just say "I mark this WONTFIX". Therefore 
I will shift the discussion to the list.
