Is this just completely random? or do you get the empty list, and then
get it for a while, and then it goes back to normal??
There are two differences I see. One is a bunch of messages from the
translation stuff. This probably isn't terribly significant, though you
never know. The other is that we're getting TWO reports from kpsewhich
when you get the populated list. What to make of that, I don't yet know.
