broken aspell-ru

I downloaded  
ftp://ftp.lyx.org/pub/lyx/contrib/aspell6-windows/aspell6-ru-0.99f7-1.exe
and running it displayed attached error message. i tried running it with  
/NCRC option, but got no effect

Also, please make LyX suggesting user going to  
http://wiki.lyx.org/Windows/Aspell6 to download dictionaries if they're  
not found when Tools->Spellchecker is triggered (e.g. if user had no  
internet connection during install, or forgot to select dictionaries)
