I do not have time myself ATM, but Koji Yokota and Uwe helped me a lot when 
rewriting the encoding stuff for CJK. It is important that any change in this 
area gets tested carefully, since the whole thing is really fragile.

Maybe you can get Koji and Uwe trying your patch with their CJK test suite.
