Since there is noone around who wishes to do windows development (not me either :-) it might be possible to start a windows port using wine libraries. This will give the benefit of using a stable development machine and still allow initial porting to Windows. Actually, since wine only supports a subset of the windows API, it should mean that the port will compile and work on windows flawlessly. Though such a port will require a major overhaul of a large parts of LyX to make them really GUII. LyX is virtually riddled with dependencies on X.
