You mean that you have to point to a particular place in a given
paragraph, or would a label pointing to a given paragraph be enough?

I think attaching to a paragraph (like we attach to an equation) makes
more sense. We could also keep a form of label hidden somewhere for
the sake of pageref, but I think it should not be the primary one. In
terms of UI, I could envision clicking on the paragraph label
(in the sense of "Chapter 1") to set a label for this paragraph. Then
we could have a pref for displaying real simulated numbering and/or
labels on screen.
