thank you for the detailed description, i'm starting have a clue what you have 
in mind.
its clear these two things are orthogonal - at most bilingual mode could 
exercise
your WM tool as a part of editing process.

in case you decide use LyX for your plans it maybe be good to outline the
implemenation here on list before you appear with 100kb of code ;)
