I still reckon we can do this with CSM.

IMO we should be able popup the full (and _only_) inset ref dialog and
allow a user to change the reference type and what it refers too (all in
the one dialog).  No need for a separate "rename reference" dialog like
the "rename label" dialog.

LMB popups up the dialog.  RMB popups up the CSM.  MMB? Maybe inset
specific but that adds to the confusion.  Besides MMB is usually meant for
paste although it could be used for another function (like ref-goto) if no
selection exits.

Angus, from what I'm reading you seem to want to have two dialogs with
almost identical capabilities.  Just make one.  Maybe this is what you are
working towards with the addition of the browser?
