This is a bug in the portuguese localization of LyX. The po-file contains a
line

msgstr "\\arabic{secção}"
which must read

msgid "\\arabic{section}"
msgstr "\\arabic{section}"
instead (the counters must not be translated).
Thanks for the report. I'm forwarding this mail to our portugues translator,
so that she can correct this for the next release (I do not correct it myself
to avoid conflicts with potential pending changes).
