Whenever a branch inset is pasted, LyX should create that branch
in the document if it doesn't exist already. If it exists already - no
problem.
The user copied the branch, on purpose, and expects it to show up
under document settings.
Copying stuff out of a branch inset is different - the branch should
only be created when an actual branch inset is copied. And only if
a branch with the same name doesn't exist already.
