Not true anymore, I'm afraid. the pop-up always comes up. Only on pressing OK
on the popup is the inset actually created/inserted in the list of insets. This
is the same behaviour as InsetCitation, InsetTOC, InsetUrl.
I have, therefore, removed LFUN_INDEX_CREATE_LAST, index-insert-last. I have
also checked that the code works both with the old menus and with your new
menubar.
If you really don't like this, then tell me and I'll try and re-create the old
behaviour.
