russian translation is not maintained. currently there is 1319 translated and 2376 untranslated messages. until this ratio significantly changes the translation is not going to be part of lyx release. if you want to help with the translation look at http://www.lyx.org/trac/browser/lyx-devel/trunk/README.localization nice day, pavel
