Fix bug that files with nonascii filenames are always reported

* src/Buffer.cpp (Buffer::readFile): filenames are always stored
as UTF-8 in the FileName class.
* src/support/FileName.h: correct comment.
Shouldn't we always return ucs4 (i.e. docstring instead?) I thought the
unicode encoding depended on the filesystem: utf8 for recent Linux
systems but utf16 for NTFS...
