lifetime, so it should be conceptionally simpler to handle than we had

As for what I need, it's a pointer to the Buffer in InsetCommandParams. And, actually, I think I only need it right now in InsetCitation, where I need it to get at the CiteEngine. So at least it'd be possible to limit the scope of this.
