as you suggested, i added
TocLevel 1
to the beginframe entry in the beamerlayout file
this serves my needs for now since i can now move frames up and down and
i don't care about nesting in sections etc.
at a cursory glance it seems that a clean solution needs to take into
account that the toclevel of a frame is dynamic and depends on whether
it is in a section, subsection etc. and i don't see how that is possible
atm.
