This is definitely the way to go. I had something like this in mind for a
long time (it would have made the implemetation of jurabib much easier, and
more complete).

Fonts, btw, should go down the same route eventually (however, we should
take care that we don't end up with 173 configuration files).

This looks reasonable, in general.

I've no comments on the actual implementation, but I very much support your
idea.

I think all your work now will push LyX to a complete new level (at least as
I'd like to use it). Keep going.
