That is the problem. Python 2.3 does not have support for Asian encodings. This only happens for python 2.4. In this though it does not matter since the name is ascii. FWIW this should be the only problematic case since Japanese an Chinese po files are written in utf-8. So I have committed a new version with this fixed.
