Because (IIRC) you add it at one particular place of the code without
explaining why it is not done elsewhere.

I actually sent a patch for this, which starts to solve the problem in a
more correct way, IMO. But it's only the beginning (although it does
solve the problem), and at this point it also doesn't apply cleanly. But
it's definitely the way to go --- the Listings inset is doing things
that it should be in terms of encodings and languages. See
