I tried --without-aspell --without-pspell --disable-shared --
enable- static but the problem remains.
Also, I also tried the 5.2 branch which used to work but now I get
the same failure of missing .lproj files which never were needed in
the past.

You ran autogen? And haven't fiddled with QT?
Then I give up... I just tried a compilation and it worked fine. The
only difference is that I run PowerPC. If it's an intel-related
problem, I guess we will hear from Bennett.
