Wrong (for qt3), exactly this offer did exist.
I think Helge is talking about the missing proposal _after_ qt3 was
removed from trunk. At that time you said that you are not interested
anymore (and I fully understood your reaction at that time).
Look at trac, I don't think
you will find a bigger delay than one or two days between a qt4 change and
the corresponding qt3 part.
