My idea was that one could have also note:xxx to specify how different
types of notes are shown. Eventually, I'd like to be able to remove
InsetCharStyle altogether and have its features produced by
InsetCollapsable+Styles.

Yes, I'd rather do the menu elsewhere. Is see the argument of
InsetLayout as something that can directly be linked to things written
in the xml lyx file. An hypothetical <note type="noun"> would lookup
note::noun.
It does not make much sense to index the insets layouts by their
position in menus.
