Only if you give them write permission.

There are specialized tools for cooperative editing of files.
That's the job of a revision control system, and it is more
sophisticated than simply alerting you that another person
has modified the file behind your back.

Being alerted in this case may be a nice feature for someone but
it isn't essential and may be annoying for others.
