I think it is the reason why nothing has been done until now: there is
no really good solution. You cannot convert the users' layouts to
utf8...

Why should we? I am probably missing something but... isn't it enough to tell to the users that their layout needs to be converted to utf8? Of course we should say it big and loud but I reckon that users that are able to change a layout are also able to change the encoding of their layout. Especially so if the big goal of 1.5 is unicode.
