the file external_templates contains the following comment:
# This file contains the definitions of those External Templates that are
# part of the official LyX distribution.
# Feel free to create your own External Templates, storing them in
# .lyx/external_templates
if you do so (at least on windows), i.e. create the file external_templates in the user config
directory, reconfigure lyx and try to insert external material than lyx crashes.

ps: i remember that in a previous version (i don't know exactly which one) if you added this file
then the definitions in the user file were used and the ones that came with lyx where ignored.
