Only if the previous entry was a subitem. If the last thing you did was add an item to the outermost list, then hit Enter (so that you've got a level one bullet waiting for input), and at that point you switch the environment to BeginFrame, the new frame is at the correct level and you're good to go.

FYI, you have to look at the LaTeX source to see the end-of-frame stuff (invocations of the \lyxframeend macro).
