Let us put it this way:
1) Are you sure your patch doesn't introduce regression?
2) Is the file format change necessary?
if yes and yes, I'd say put it in.
if yes and no, maybe this could wait for 1.5.1 but 1.5.0 is better.
if no and yes: 1.6
if no and no: 1.5.1
