There is a difference and View->Source will tell you what this difference is:

Ge_{33}
Ge{}_{33}

In the first case, only 'e' is within the four corner marks. In the second case, a little dot will tell you that an empty symbol is used.

I _don't_ know. But I guess that if the TeX source is different, there should be a reason.
