sorry :( i dont remember where i got the idea, but i thought, that
obsolete is for hiding (except admin and author of bug) and private
flag prevents from downloading. it maybe apply on newer bugz, but i have
nowhere to test it.

i wrote small script which scanned all the bugs changed in last 60 days
and it found only #2807 and #3116 with html attachment - and these are
correct.
