you were over eager with your bugfix for bug 3598. You said in

that the framed not required the color package and implemented this.
This was wrong because the bug is that LyX adds color commands to the preamble
when using a framed note:
\definecolor{shadecolor}{rgb}{1,0,0}
This is the code that is needed for the shaded note, not for framed note. This bug must have been
introduced recently.
So please revert the color part of your commit and open a new bugreport for this issue. I'll then
have a look to fix this bug.
