I think that in Hebrew you should use the double-quote glyph ", and not the 
'' ligature. You can insert the former type of quotes in LyX if you press
ctrl+" instead of ".
However, since it is not very convenient to the user,
the following patch will insert these quotes in Hebrew text even if
you press "
