I don't see this on Linux. I'm afraid I can't fix it therefore....

In case someone can, here are two hints I've recently discovered. Pressing downarrow does *not* skip lines when either:

(a) <shift>-downarrow is pressed (to extend the selection), or
(b) when the line immediately below the line the cursor is in has some "special object" -- a collapsed inset, a label or cross- reference, etc.

I hope that can help someone track this down.
