RC: Just do it, no need to wait.

I've attached a suggestion for some changes to README. I started doing it to change 'pre' to 'rc', but ended up doing some other language changes.

It's more than the changes to ANNOUNCE, so I've attached the diff. If no one has any comments, I'll apply it soon.
