Ok, I found the browsable folder with all the announce texts.

 And NEWS is a collections of announces. :-)

Replacing 'announce' with 'news' led me to

        http://www.lyx.org/news/

which is quite old (2005-09-19) and really only development news.

Fortunately googling for 'lyx news' leads to the correct page:

        http://www.lyx.org/news.php

So I'd say the page above is good enough, and that a wiki page isn't needed. To be on the safe side I created

        http://wiki.lyx.org/LyX/News

which just contains a link.
