Disabling the menu option when the package is not there is trivial,
I'll have a look at it. What I do not know is what we should do when
the glossary is already there in the document but not usable on the
user's machine.

Damn you're right! It would be stupid to disable glossary support in this case. Think more about it, I guess we should not disabled items based on package availability... Because LateX is not needed if you only want to type in LyX. This might be power use but I think we should keep it that way or at least keep it optionally that way.

What we definitely need is to check the availability on LateX compilation. In this case the LyX shall not even try to compile the document and ask the user to update his LateX installation.
