No. Simply add xampl.bib without any path. It works since LyX searches the
file with kpsewhich if it is not found locally.

But this is nothing LyX should try to solve. There should be a pointer to
the LaTeX documentation. Users who use LyX seriously will need that sooner
or later, so we are not doing them a favor if we try to hide that fact.
IMHO the best variant is to use xampl.bib, and explain in a note in the
template that this is a system file and that it should be replaced with an
own file if needed. Optionally, point to the place where the kpsewhich
mechanism is explained.
