Testing for it is easy, and recommending is done through the
LaTeXConfig.lyx file. That's why I insist that people provide entries
for this file when new packages are supported. BTW, feel free to
review the entries for the packages you know of and suggest changes.
There could be comments on the quality of packages in there.
