new insetbib bug

The current main branch of cvs has introduced a new bug into InsetCitation. It
was fine yesterday, so that should help track it down. The drop down list
doesn't contain anything.

in BibitemUpdate,
        string bibkeys = current_view->buffer()->getBibkeyList(',');
is empty.

Can anyone else confirm this? I've just reloaded cvs in desperation, convinced
the fault wasn't mine! (Trying to "improve" InsertCitation as I am.)
