Sorry for my late reply. Yes, your latest patch works well. With your patch,

"lyx2lyx -c eux-kr cjk-lyx_file > lyx-svn_file"  correctly translates CJK 
characters in cjk-lyx_file.  

It is not essential, but it would be extremely convenient if with the use of 
this lyx2lyx we could  just "open" the cjk-lyx file from the lyx-svn.

By some unknown reasons (to me), nearly all the local TeX macro 
packages(including cjk-latex) use "utf8x"  instead of "utf8" for input 
encoding.
