I am not sure it is a good idea to require that. Why is it needed?

Also, a problem with recommending esoteric packages as if it was
routine LyX usage is that we have to make sure that files using that
will continue to work with future version of LyX and of the packages
themselves. In the past, we tried to select packages known for being
stable.
