| When I messed with layouts as a user, LyX only read layout files on
| startup. So that's how the older versions did it and AFAIK this has
| not changed. However, I really hope LyX will be able to to re-read the
| layout files in the future so I think it'd be bad to add a constraint.
We read layout files lazily, they are read when first used.
What do we gain by re-reading?
