This stuff is certainly broken currently. I did not touch it on purpose
because I first want to understand how it is supposed to work in
pre-unicode. Then we can decide what can be ditched and what needs to be
repaired.
Currently I also think that most of this stuff can go.

Just a disclaimer --- everything I'm saying here is just a gut-feeling,
really, I may be totally wrong:
I don't have much input on this issue, just that I think that this file
is mainly concerned with what's called "shaping" --- the fact that in
Arabic, the same letter can have different shapes, depending on where in
the word the letter appears. I've never used Arabic in LyX, so I don't
know what the current state is --- I imagine it's not very good, but we
have to hear from someone who uses Arabic in LyX (or Farsi --- it's
probably the same issues involved).
Qt may be able to take care of the shaping issue. And as opposed to Bidi
where I said that I think we're better off *not* using Qt's solution, in
the case of shaping Qt may be just right.
But again, I don't really know enough about this...
