Cannot start LyX on Windows - Scons problem?

Bo,

when following Joost's recipe, I get the following error message:
Runtime Error!
Program: C:\bla\foo\lyx.exe
R6034
An application has made an attempt to load the C runtime library 
incorrectly.
Please contact the application's support team for more information.


Some resources in the Internet suggest that this a Manifest problem.
