He could probably bind Ctrl-Tab himself,
I don't know myself how to do that...

Instead of modifying any of the standard bind-files, create a new
bind-file, say $HOME/.lyx/bind/myShortcuts.bind and include one of
the standard files, e.g.:
# include one of the basic flavours (cua or emacs)
\bind_file "cua"
# add your own bindings (overwriting the included ones)
\bind "C-b" "font-bold"
Then go to the preferences dialog and choose this file to be your
bind-file.
but I agree that it makes sense as a default binding.
Is there a step by step recipe to add these bindings by default?
That should just be a matter of modifying e.g.
<lyx>/1.4.3/os/share/lyx/bind/math.bind
where it now says
\bind "C-Tab" "cell-split"
The shortcut is already taken though. By removing that line and adding
equivalent lines to cua.bind, emacs.bind and xemacs.bind you can change
the behaviour.
